DELHI GOVT ANNOUNCES SEZ POLICY

The city government on Wednesday announced its policy for the setting up of Special Economic Zones (SEZ) in the Capital.

The sectors identified for the setting up of SEZs include information technology-enabled services, electronic hardware and software, nanotechnology, biotechnology, gems and jewellery, non-conventional energy equipment, fashion and garments (without dyeing) and higher technical education institute providing world class manpower. No polluting industries will be allowed to be set up inside SEZs and environmental clearance is a must for all projects except those dealing with ITES.

The state cabinet had in 2006 cleared the policy after the central government had asked all states to formulate their own policies. The policy was then sent to the central government for its clearance and came back recently. It is only now that the industries department has notified it.

The proposed SEZ should also confirm to the land use pattern prescribed in the masterplan 2021 and only those proposals where the applicants already have adequate land as prescribed under the SEZ Act will be considered by the government.

The developers of the SEZ will be responsible for providing water supply and distribution system and also ensure provisions and maintenance of a effluent disposal system. For the latter the developer will have to ink a memorandum of understanding with the Delhi Jal Board.

Transactions within the SEZ will be exempted from the state and local taxes. No stamp duty will be charged the on lease/licence deed regarding the land or built up space. All units and other establishments the SEZ will be declared as "public utility services'' under the jurisdiction of the Industrial Dispute Act 1947.
