DECKS CLEARED FOR CITY SEZS

The Delhi government on Wednesday announced a service sector specific special economic zone (SEZ) policy for the city. The government move has now cleared the ways for setting up SEZs promoted by the leading firms of the country.

The government, in its statement on Tuesday, said that the proposed SEZs must be from specific sectors of electronic hardware and software, information technology enabled services, nano-technology, bio-technology, gems and jewellery, non-conventional energy, including solar energy equipment and cell, handicraft, fashion and garments (without dyeing), higher technical educational institution providing world class manpower.

"The SEZ policy has been made in way that the industrial set-ups are non-polluting in nature, while catering to the people intensive services sector, which can generate large number of employments," said a senior official. Also taking leaf from the controversy surrounding land acquisition for SEZs, the city government has specified that it will not play any role in acquiring land.

The government has made it clear that though IT and related SEZ will not require environment clearance, the developer of other SEZs will have to obtain environmental clearance under the respective legislature, wherever required. "The proposed SEZ must conform to the prescribed land use and should be part of the overall Master Plan of Delhi 2021. Only those proposals meeting the above requirements and in possession of adequate land as prescribed under the SEZ Act and SEZ Rules will be considered," added the official.

The developers will be responsible for providing water supply and distribution system and effluent disposal system and their maintenance. The government has exempted transactions within the SEZ from the state and local taxes. "Stamp duty on execution of instruments of lease and license deed relating to the land and built up space in the SEZ will be fully exempted," official said.
