UP TO IMPLEMENT WEB-BASED SINGLE-WINDOW CLEARANCE SYSTEM

To boost inward investment in Uttar Pradesh, the state government will soon implement the ‘Nives Mitra’ scheme, which is a web-based single-window clearance system for setting up new industries.

The scheme, which had been in cold storage for several months, will be introduced by Udyog Bandhu, under the state industries department. This scheme will complement the thrust being given by UP to the public-private partnership (PPP) model of development.

‘Nives Mitra’, which was mooted in February 2008, could not take-off, since it got tangled in bureaucratic delays over the issue of e-payment to be incorporated, official sources told Business Standard.

The National Informatics Centre, under the central department of Information Technology, has designed the software for ‘Nives Mitra’.

Udyog Bandhu will be the nodal agency to implement the scheme. Udyog Bandhu was set up to provide a platform to the private sector for information and faster processing of business proposals. However, the industry claims that the agency lacks teeth and operational freedom.

“We will implement the ‘Nives Mitra’ scheme shortly. The state needs the expertise and finance of private sector for development as the government shall utilise its resources for other welfare activities,” the state Industrial Development Commissioner announced recently.
